More innovative govt measures rolled out nationwide

The State Council recently released a circular to roll out nationwide the second group of innovative government measures, a total of 23 which target five areas: protection of intellectual property rights (IPR), commercialization of research findings, innovations in scientific and technological finance, university management systems, and military and civilian integration.

The five measures about IPR protection include one that stipulates that the adjudication of IPR-related civil, criminal and administrative cases will be handed over to one specialized court.

The circular established four innovative measures about the commercialization of research findings. As a result, technical managers will be encouraged to participate in the whole process of commercialization, and the technology and cash shares will be combined as incentives.

It also laid out five measures about innovations in scientific and technological finance, including that regional stock markets are allowed to set up a science and technology innovation board.

University management systems will embrace three innovative measures, the circular stated. These include that local universities and colleges can have more autonomy in introducing talent and professional title evaluation, while equipment and instruments for research can be shared based on authorization in a market-oriented approach.

Meanwhile, five measures in the circular also aim to integrate the building of the army and national defense in social and economic development.
